As used in this chapter:
(a) "Agenda" means a listing of the subject or subjects to be discussed at a meeting which is as complete as practicable at the time of making such agenda. This does not preclude additional items from appearing upon any agenda which have not been anticipated and which have arisen between the preparation of the agenda and the time of the meeting and which are of an urgent or reasonably important nature to be resolved. A good-faith attempt to prepare a predetermined agenda shall be all that is required hereinunder.
(b) "Clerk" means the Clerk of City Council.
(c) "Day" means calendar day.
(d) "Executive session" means a regular or special meeting of any municipal body and any and all subcommittees thereof which is called for consideration of special matters as more fully set forth in Section 107.05 hereof.
(e) "Meeting" means any prearranged discussion of the public business of a municipal body by a majority of the members of the municipal body. This term shall further include "work sessions".
(f) "Municipal body" means each of the following and any and all subcommittees thereof and any City board or commission which might be established subsequent to this enactment:
(1) Assessment Equalization Boards
(2) Board of Building and Zoning Code Appeals
(3) Board of Review (Income Tax) for nonconfidential matters
(4) Architectural Review Board
(5) Charter Review Commission
(6) Citizens Advisory Commission on Energy
(7) City Council
(8) Civil Service Commission
(9) Finance Committee
(10) Land Development Committee
(11) Municipal Awards Board
(12) Parks and Recreation Commission
(13) Parks and Recreation Committee of Council
(14) Planning Commission
(15) Public Works Committee
(16) Safety Committee
(17) Volunteer Firemen's Dependents' Fund Board
(g) "Oral notification" means notification given orally either in person or by telephone, directly to the person for whom such notification is intended or by leaving an oral message for such person at the telephone number of such person as shown on the records kept by the Clerk as prescribed in this chapter.
(h) "Post" means to post in the office of the Clerk during usual business hours and at the Twinsburg Public Library. A notice identifying the locations at which notifications will be posted pursuant to this chapter shall be published by the Clerk within ten calendar days after the enactment hereof.
(i) "Published" means published once in a newspaper having a general circulation in the Municipality as defined by Ohio R.C. 7.12, except that no portion of such newspaper need be printed in the Municipality.
(j) "Secretary" means any and all secretaries or clerks of municipal bodies other than Council.
(k) "Special meeting" means a meeting which is neither a regular meeting nor an organizational meeting nor a recessed regular or organizational meeting changed to another time or day.
(l) "Written notification" means notification in writing mailed to the address of the person for whom such notification is intended as shown on the records kept by the Clerk, as prescribed in this chapter, which shall be mailed by first class mail not later than forty-eight hours preceding the day of the meeting, provided that at least one regular mail delivery day falls between the day of mailing and the day of such meeting.
