SECTION 11.01 CHARTER REVIEW COMMISSION.
   On or before five (5) years after the recess of the last preceding Charter Review Commission, the Council shall appoint a Commission of nine (9) qualified electors holding no other office or appointment in this City, as members of the Charter Review Commission.
   The Council may, by ordinance, adopted by at least five (5) of the members elected to Council provide for the creation of a Charter Review Commission to convene and report at such earlier dates as it deems advisable. Meeting of the Charter Review Commission shall be open to the public.
   Such commission, shall review the City Charter and, within seven (7) calendar months after such appointment, submit to Council such alterations, revisions and amendments, if any, as in its judgment are desirable. The Council shall submit to the electors all such proposed alterations, revisions, or amendments to this Charter in the manner provided in Article X.
