(a) In residential, mixed use, and PUD districts including R-1, R-2, R-3, R-4, R-5, R-6, R-7, R-8, C-5, and PUD zoning districts, temporary signs over six (6) square feet. in area require a temporary permit. Signs over six (6) square feet in area must comply with the following permit requirements:
(1) No sign shall be of a height of greater than six (6) feet above ground elevation.
(2) A temporary sign may be displayed continuously for up to forty (40) days. Such sign shall be removed from the lot at the end of the allowable display period, or within seven calendar days of the completion of the project, election, sale, lease or event, whichever occurs first.
(3) No temporary sign allowed by this chapter shall be illuminated.
(4) A temporary sign may be a ground sign only,
(5) No temporary sign shall be placed in the right-of-way of a public street. Nor shall any sign be located closer than two (2) feet from a right-of-way, sidewalk or shared use path.
(6) Temporary signs requiring a permit in any zoning district must be located at least twenty-five (25) feet from a side yard line.
(7) No more than one sign requiring a permit shall be displayed on a lot for each issue, event or subject.
(8) Proof of approval, in a format determined by the Building Commissioner, shall be displayed on each sign allowed by temporary permit.
(b) In commercial and industrial districts including C-1, C-2, C-3, C-4, I-1, I-2 and I-3 zoning districts, temporary signs over sixteen (16) square feet in area require a temporary permit. No temporary sign over thirty-two (32) square feet will be permitted in these zoning districts. Signs over sixteen (16) square feet in area must comply with the following permit requirements:
(1) A temporary permit shall be required to authorize the installation of any temporary sign allowed by this chapter with a sign area larger than sixteen (16) square feet. An application for temporary sign permit must be submitted for approval by the Building Commissioner prior to issuance of a permit for temporary signs larger than sixteen (16) square feet in area. Such application must include a lot map illustrating the proposed location of the over-size temporary sign relative to required setbacks from property lines, adjacent zoning districts, rights-of-way, and sight distance triangles at drives and intersections. Oversize temporary signs require the submission of a fee as set by City Ordinance.
(2) Proof of approval, in a format determined by the Building Commissioner, shall be displayed on each sign allowed by said temporary permit. The date (month, year) said temporary sign is installed, shall be legibly displayed on the sign.
(3) A temporary sign shall be displayed for no more than 180 days, except where otherwise specified in this chapter. Such sign shall be removed from the lot at the end of the allowable display period, or within seven (7) calendar days of the completion of the project, election, sale, lease or event, whichever occurs first.
(4) A temporary sign allowed by this chapter shall be a ground sign only, except in a situation where no conforming location for a ground sign exists. No temporary projecting sign or roof sign shall be permitted.
(5) A temporary ground sign shall be set back at least ten (10) feet from the right-of-way line of any abutting street, or the setback required by this chapter, whichever is greater, and no less than two (2) feet from any public sidewalk or shared-use path. Where wall-mounted, allowable setback shall be that of the wall to which said sign is attached.
(6) A temporary sign may be no more than six (6) feet in height.
(c) Temporary construction signs in any zoning district. A project under construction shall display no more than one temporary construction sign along each street bordering the subject site, subject to the following additional provisions:
(1) A temporary construction sign shall be displayed for no more than eighteen (18) months, or until the final occupancy permit is issued by the City, whichever is less.
(2) Sign copy may be modified during the eigteen (18)-month period without an additional certificate of zoning clearance or temporary permit provided that all sign copy shall pertain to the project with which the sign was originally associated.
(3) No temporary construction sign shall exceed thirty-two (32) square feet in sign face area and eight (8) feet in height:
(d) Other allowed temporary signs.
(1) A temporary identification sign of no larger than thirty-two (32) square feet in area, announcing the opening of an establishment, professionally made and securely fastened to the building, and having an area equal to or less than the sign area of a permitted identification sign for the establishment, shall be permitted for a period of up to 120 days from the date of application for a sign permit for a permanent sign. The temporary identification sign shall be removed upon placement of the permanent sign.
(2) One A-frame or sandwich board sign having one or two faces of less than six (6) square feet per side shall be permitted on the lot of a business, provided that such sign is located so as not to interfere with pedestrian traffic and is taken in nightly. A permit for such sign must be obtained from the Office of the Building Commissioner.
(3) Temporary business information signs announcing changes in operation of a business establishment may be permitted by the Building Commissioner. Changes of operation include such information as a change in services offered, hours of operation, management, etc. Such signs shall be professionally made of durable materials and be securely attached to the building in which the establishment is located. Such signs shall not exceed twenty-four (24) square feet in area and shall be displayed for periods of no longer than thirty (30) days and more than two (2) such periods in any calendar year.
(4) Temporary sale or promotion sign no larger than eighteen (18) square feet in area may be displayed for a duration no longer than fourteen (14) days and no more than four (4) times in a calendar year.
