1173.15 SIGNS ALLOWED WITHOUT A PERMIT.
   Subject to the applicable provisions of this Sign Code pertaining to such standards as number of signs, allowable sign area, allowable sign height, or required sign setback, the following types of non-illuminated signs may be displayed without a permit, temporary permit, or miscellaneous sign permit:
   (a)   Window signs in a C-1, C-2, C-3 commercial district or in a commercial use located in the C-5 Mixed Residence/Business district where such signs shall not cover more than thirty percent (30%) of any window area.
   (b)   A street address not larger than ten (10) square feet in aggregate sign area. Where larger than ten (10) square feet, such sign shall be considered an on premise sign subject to the applicable provisions of this Sign Code.
   (c)   A memorial plaque, marker or commemorative tablet, with a sign area no larger than ten (10) square feet, typically constructed of cast metal or carved stone, and which displays the name of a building, date of erection and/or commemorative citations. Where larger than ten (10) square feet, such sign shall be subject to the provisions of this Sign Code.
   (d)   Any sign or display exempted in Section 1173.13.
