1195.07 SITE PLAN REQUIREMENTS FOR OTHER DEVELOPMENT.
   The site plan requirements for all types of development other than single family dwellings, two family dwellings and three family dwellings including, but not limited to, industrial, commercial, business, office and apartment districts and similar uses shall conform with those requirements set forth above for single family dwellings, two family dwellings and three family dwellings, where applicable, with the following exceptions and additions: Sheet size may be larger than indicated for single family dwellings but shall in general not exceed 24" x 36" unless approved by the Building Commissioner. Scale shall be 1" = 20' unless the required sheet size would be exceeded. In no case shall the scale be less than 1"=50'.
   (a)   Submit sanitary sewer design flow based on use. Pipe shall be sized accordingly. Pipe and joints shall conform with ASTM -D 3034 / Joint ASTM 3212 installed ASTM 2321.
   (b)   Submit storm sewer system design:
      (1)   Show direction and limits of drainage on topography including adjacent areas flowing onto property.
      (2)   Indicate all paved, lawn and building areas, their type and design thickness.
      (3)   Furnish design map showing area increments.
      (4)   Furnish design calculations for final improvement on site.
      (5)   All storm water drainage entering site shall be collected on site and carried off site in a piped storm sewer system, except front lawn and front landscape areas.
      (6)   Catch basins shall be designed to have a minimum of six (6) square inches of openings in the grates for every one thousand (1000) square feet of lot area drained or every catch basin with a twenty-four inch diameter and standard casting shall be designed to receive a maximum area of 26,000 square feet. Trench type drains are required across drives at walks if the drive slopes toward the walk.
      (7)   All storm sewer pipe shall meet the following minimum requirements. Reinforced concrete pipe material shall conform to ODOT Specification Section 706.02, with resilient and flexible gasket conforming to ASTM C443. Polyvinyl chloride pipe shall conform to ODOT Section 707.45. Polyethylene pipe shall conform to ODOT Section 707.33. The gasket joint shall be of the integral bell design formed as a continuous, homogeneous entity with the pipe. The gasket shall be factory assembled and securely locked into place to prevent displacement during assembly. A joint lubricant supplied by the manufacturer shall be used on the gasket and bell during assembly. The gasket shall meet the requirements of ASTM F477 and the joint shall meet the requirements of ASTM D3212. Joint deflection shall not exceed the maximum allowable as recommended by the manufacturer.
      (8)   All storm sewer outlets into open drainage systems shall have a headwall which is approved by the City Engineer.
      (9)   Provide for retention and water quality of increased storm water runoff as required by the City Engineer.
   (d)   Parking and driveways shall be required as follows:
      (1)   The number and size of parking spaces shall be as required by Chapter 1174.
      (2)   All driveways subject to truck traffic shall be paved with a minimum of three inch thick asphaltic concrete on an eight inch thick aggregate base or equal. All parking for cars and light trucks (parking for heavy trucks shall comply with above spec.) shall be paved with a minimum of 3" asphaltic concrete on a six inch (6") thick aggregate base or equal. Driveway aprons shall be paved with a minimum of eight inch (8") thick reinforced concrete pavement from the curb line to the street right of way line. The apron shall be scored to indicate the location of the sidewalk area. The elevation of the apron at the right of way line shall be at the standard height of the street sidewalks.
      (3)   All driveways shall be located a minimum of fifty feet (50') from the edge of the driveway to curb return radius at the corner.
      (4)   All driveways on existing curbed streets shall have the curbed saw cut at a height of two inches (2") the entire width of the driveway.
   (e)   Landscape details shall be shown on the site development plan and shall include not only the grading and drainage pattern, but also the design of landscaped yards and planting areas as well as the type, number and location of trees and shrubs and the nature and extent of ground cover and grassed areas. Landscaping shall be completed prior to the issuance of an occupancy permit, except as otherwise provided for by a "Temporary Occupancy Permit."
