All applications for building permits for new structures or additions shall include a site plan. The Building Commissioner may waive any part of this requirement upon application for a building addition if in his opinion the site requirements and/or the requirements of the Code do not pertain to the subject addition. The site plan shall include the following:
(a) Date, scale, north arrow, name of owner, name of surveyor, date of survey, name of site designer including architect's, engineer's or surveyor's registration seal.
(b) Property and topographical survey of the property to be developed. The property survey shall include bearings and lengths of lines, sublot number and/or identification number. The topographical survey shall include elevations, using U.S.G.S. Datum, of sidewalk, curb, gutter and street centerline at maximum intervals of fifty feet (50') along their length fronting the property and elevations along the property lines at a maximum interval of fifty feet (50'). The topographical map shall further show bench mark and the existing contours at one foot (1') intervals of elevation, show elevations and locations of existing improvements on land ten feet (10') adjacent thereto and locations of all public and private utilities in the street fronting the site including sewer inverts at the manhole nearest the site.
(c) The elevations, locations, design and dimensions of all proposed and existing site buildings, parking areas including parking space size, drives, sidewalks, sewers, catch basins, stormwater management facilities, waterlines, gas lines, other utility lines and landscaped areas.
(d) Any other requirements to be shown as specified below.
(1) For single-family, two-family and three-family building sites, the minimum landscape requirement shall include seeding and/or sodding of any disturbed ground to prevent erosion and to keep sediment from leaving the site. Sediment and erosion control measures shall be maintained by the developer until vegetative cover has been established. On individual housing sites, landscaping per Chapter 1172 and required lawn installation shall be completed within one year of the issue date of the certificate of occupancy. Straw mulching of yards shall be required unless lawn installation will take place within 45 days of occupancy and a written installation schedule has been approved by the Building Commissioner.
(2) For all other types of developments, the minimum landscape requirement shall include seeding and/or sodding of any disturbed ground to prevent erosion and to keep sediment from leaving the site. The installation of landscaping, as required per Chapter 1172 and as approved by the Planning Commission, shall be completed prior to the issuance of an occupancy permit, except as otherwise provided for by a "Temporary Occupancy Permit." Sediment and erosion control measures shall be maintained by the developer until vegetative cover has been established.
(3) All Building Code, Planning and Zoning Code, Fire Code and other requirements of the City pertaining to building sites shall be met unless specifically waived by the Board of Building and Zoning Appeals.
(4) The applicant shall submit the required number of plan copies, one of which shall be returned to the applicant upon approval by the City.
(5) If, in the opinion of the Building Commissioner or City Engineer, the site plan lacks sufficient information, requires additions and/or corrections, the applicant shall include the required information and resubmit the plan for review.

C. Planning Commission- excepting single, two and three family dwellings.
D. Board of Building and Zoning Appeals - if variance is requested.
E. Architectural Review Board.
F. Council - where applicable.
