1191.11 REVISION OF PLAT.
   (a)   After a preliminary plat of a subdivision has been accepted by the Planning Commission and the same has been endorsed in writing on the plat, no change, erasure, modification, amendment or revision, except to correct minor typographical, drafting or clerical errors, shall be made to said preliminary plat unless it is first resubmitted to the Planning Commission for consideration in accordance with these regulations and the applicable review fee shall be paid. The subdivider shall request that the original acceptance of the preliminary plat granted by the Planning Commission be withdrawn in order for the Commission to consider the resubmitted plat. If a preliminary plat has been accepted by the Planning Commission with recommendations made for changes, erasures, modifications, or amendments thereto and such changes, erasures, modifications, or amendments are incorporated into the final plat, then the accepted preliminary plat does not have to be resubmitted to the Planning Commission.
   (b)   A final plat submitted for review in accordance with these regulations shall be in substantial conformity with the preliminary plat as accepted by the Planning Commission. If the Planning Commission finds that a final plat submitted for review is not in substantial conformity with the accepted preliminary plat, then the preliminary plat shall be resubmitted in accordance with these regulations and the review fee shall be paid pursuant to Section 1191.13. For the purposes of this section, a "substantial conformity" shall include major modifications authorized, suggested, or recommended by the Planning Commission in its acceptance of the preliminary plat, including the addition or deletion of proposed roads, sublots, open spaces, blocks or other parcels of land. After a final plat of a subdivision has been approved by the Planning Commission and the same has been endorsed in writing on the plat; no change, erasure, modification, amendment or revision, except to correct minor topographical, drafting, or clerical errors, shall be made to said final plat, including a change of ownership, before it is recorded unless it is first resubmitted to the Planning Commission for consideration in accordance with Section 1183.09 of these regulations. The subdivider shall request that the original approval of the final plat granted by the Planning Commission be withdrawn in order for the Commission to consider the resubmitted plat. The Planning Commission may require the resubmission of the preliminary plat and the applicable review fee shall be paid.
   (c)   After an approved final plat of a subdivision has been recorded with the County, no changes, erasures, modifications, or amendments may be made thereto except in accordance with Ohio R.C. 711.24 or 711.25 and these regulations. If the owner elects to plat the affected area in accordance with Ohio R.C. 711.24 and these regulations, a preliminary plat may not be required by the Planning Commission; however, a final plat for the affected area to be changed, erased, modified or amended shall be required by the Planning Commission and the applicable review fee shall be paid.
