Within 60 days after an apartment site plan has been filed with the Secretary, the Planning Commission shall evaluate the plan and reports required above and it shall furnish to Council its detailed report and recommendations with respect thereto. The report of the Planning Commission shall include a finding either that the site plan complies with the regulations, standards, and criteria prescribed by this Zoning Ordinance for apartment development applicable to the proposal, or a finding of any failure of such compliance and a recommendation that the site plan be approved, disapproved or modified.
