921.01 DEFINITIONS.
   For the purposes of this chapter, the following terms, phrases, words and their deviations shall have the meaning given herein. The word "shall" is always mandatory and not merely directory.
   (a)   "Hauler" means any person, firm, partnership, association, corporation, company or organization of any kind licensed to collect rubbish, refuse and garbage in the Municipality.
   (b)   "Mayor" means the Mayor of the Municipality.
   (c)   "Building Department" means the Building Department of the City of Twinsburg.
   (d)   "Building Commissioner" means the Building Commissioner of the City of Twinsburg.
   (e)   "Person" means any person, firm, partnership, association, corporation, company or organization of any kind.
   (f)    "Refuse" means all putrescible and nonputrescible solid wastes (except body wastes), including garbage, rubbish, ashes, street cleanings, dead animals, abandoned automobiles and solid market and industrial wastes.
   (g)   "Recyclables" means those materials that can be collected and processed into new products. Recyclable materials include but are not limited to: glass, paper, metal, plastic, textiles, electronics, oils, anti-freeze fluid, and cardboard.
   (h)   "Rubbish" or "Garbage" means all rejected waste matter accumulating in City buildings, public and private schools, charitable institutions, dwelling houses, stores, hotels or other places of habitation and business in the City and which shall include such matter as rags, excelsior, straw, pasteboard boxes, old clothes, shoes, rubber and other scraps, burlap, discarded mattresses, carpets, matting, oil cloth, junk, scrap metals, broken glass, crockery, enameled ware, tin cans, cooking utensils, hardware, etc.
   (i)   "City" or "Municipality" means the Municipality of Twinsburg, Ohio.
