919.06 PRECOLLECTION PRACTICES.
   (a)    Refuse. All rubbish shall be drained of liquids and food products placed in a sealable plastic bag and then into an approved container before being deposited at curb for collection.
   (b)    Trimmings and Clippings. Tree trimmings, hedge clippings and similar materials shall be cut to length not to exceed four feet, securely tied in bundles not more than two feet thick and be no more than 50 lbs. in weight.
   (c)    Flammable or Explosive Materials. Highly flammable, explosive or hazardous materials shall not be deposited in containers for collection, but shall be disposed of as directed by the designated City official at the owner's or possessor's expense.
   (d)    Refuse and Recycle Containers. Containers shall be provided by the City's contract hauler and shall be maintained in a good state of repair by the homeowner/tenant. Any container that may have ragged or sharp edges or any defect which is liable to hamper or injure any person collecting contents thereof, shall be promptly reported to the City's Public Works Department. Containers shall have covers to keep out rain and snow. Residents shall make every effort to get all items inside the provided containers. However, best efforts will be made to collect items outside of the containers if properly prepared.
   (e)    Noncompliance to Pre-collection Practices. Any refuse and recyclables not complying with these pre-collection practices shall not be collected. Residents having more refuse and recyclables than herein prescribed shall make arrangement for the disposal thereof with private haulers.
   (f)    Bulky Waste. All items shall be placed at the curb along with the refuse and recyclables to be collected. Appliance doors shall be removed prior to placing the items for removal. All hazardous materials such as oil, fuel and anti-freeze must be removed from these items. Note: Freon may remain in air conditioning units and refrigerators.
   (g)    Recyclables. All recyclables should be rinsed to remove food residue, lids removed, labels removed, placed in a sealable plastic bag and placed inside an approved container. (Ord. 40-2013. Passed 4-9-13.)
