The City collection shall be limited to the accumulation of Refuse/Recyclables in all single and two-family residences within the corporate limits. In addition, such collection shall be available to unit owners of condominium properties when:
(a) The fee to the single unit stands in the name of an individual owner;
(b) The owner pays general real estate tax upon the unit;
(c) The unit abuts or joins upon a public street right of way and deposit of rubbish is made to the curb;
(d) All other collection practices herein defined are in compliance with by the unit owners.
Such collection cannot be offered to apartments, defined and zoned as a structure to be occupied by three or more families, commercial businesses, institutions or industries. In the event a residence is located on a parcel of land with another such use, only the normal residential collection herein authorized shall be made, except as provision has been made herein for condominiums.
