Whoever violates any provision of this Chapter shall be guilty of a minor misdemeanor on the first offense and be subject to having their snow removal permit revoked for the year; on a second or any subsequent violation of this Chapter, the penalty shall be a fourth degree misdemeanor and the violator shall have its snow removal permit revoked permanently.
