(a) No person shall discharge or deposit snow by truck, plow, blower or other snow removal equipment into or onto any public right of way except for accumulations which are necessary residuals of street or roadway cleaning operations by the City.
(b) No person shall discharge or deposit leaves, grass clippings or other yard waste onto any public right of way within the City or onto any private property without the permission of the owner.
(c) Any person, being the operator or the owner in charge of any vehicle in violation of subsection (a) or (b) shall, on the direction of any member of the Police, Fire or Service, Department of the City, immediately remove such substance from the highway.
