144.01 ESTABLISHMENT; TERM; MEETINGS AND DUTIES.
   (a)   Established. There is hereby established a Community Relations Board. Such Board shall be comprised of the Mayor, two (2) members of Council, and three designees of the School Board. It is anticipated that Twinsburg Township, the Village of Reminderville and any other community seeking representation will also designate three members of their respective communities to participate with the Board.
   (b)   Term of Office. All appointed members shall serve for a term of one year commencing December 1 of the year appointed.
   (c)   Meetings. At its first meeting in each calendar year, the Board shall elect from its membership a Chairman and Vice-Chairman. The Board shall meet as needed but at least quarterly at the call of the Chairman in order to fulfill the Board's duties and responsibilities. Each representative community shall host at least one meeting of the Board during the course of the year. All meetings shall be announced by public posting, by newspaper, or at a City Council session, shall be open to the public; and shall be held upon any public premises designated by the Board. It shall be bound in procedure by "Robert's Rules of Order Revised", except that the Board may depart therefrom by adopting its own rules, by-laws or procedures.
   (d)   Duties. The Board shall be an advisory and recommending body to the Administration and to Council. Copies of the Board's minutes, reports and recommendations shall regularly be filed with the Clerk of Council and with the Mayor. The powers and duties of the Board are to be general in nature, and shall not be final, determinative or of legislative effect. The Mayor, and department heads shall furnish advice and assistance to the Board upon request to the Mayor. The Board's duties shall include, but not be limited to:
      (1)   A review of all contracts, agreements, facilities and services jointly used between the City of Twinsburg and one or more separate municipalities and/or public bodies.
      (2)   The development and recommendations for the improvement of relationships among the City of Twinsburg and other municipal bodies.
      (3)   A review of recommendations or services proposed by City departments that directly involve or affect other municipal bodies;
      (4)   Any other duties or tasks specifically referred to the Board by City Council.
