111.05 COUNCIL REPRESENTATIVES.
   (a)   At the first meeting in December, President of Council shall be determined by a vote of their peers. Each Council position shall serve, if so desired but shall not be President more than once in four years.
   If President of Council decides to run for Mayor, they must recuse themselves for the remainder of the presidency. In the absence of the President of Council the vice President shall then finish out the term until a new President is voted on at the December organizational meeting.
   At the first meeting in December and as necessary thereafter, the President of Council shall appoint members of Council to serve as representatives of Council and/or liaisons of boards, commissions and other groups as required by Charter, ordinance or other law. Members so appointed shall report the results of the Board or Commission meeting to Council at the following Council meeting. The following boards, commissions and groups shall have at least one Member appointed to serve as a representative and/or liaison of Council:
      (1)   Capital Improvement Board
      (2)   Board of Zoning and Building Code Appeals
      (3)   Parks and Recreation Commission
      (4)   Twins Days Committee
      (5)   Gleneagles Advisory Board
      (6)   Architectural Review Board
      (7)   Environmental Commission
      (8)   Charter Review Oversight Committee
      (9)   Community Relations Board
      (10)   Planning Commission
      (11)   JEDI
      (12)   Tax Incentive Review Committee
      (13)   Volunteer Firemen’s Dependents Board
      (14)   Districting Commission
      (15)   Treasury Investment Board
      (16)   Charter Review Commission.
   (b)   The Council President shall also be responsible for the assignment of Councilmember seating for all Council Meetings.
