(a) Procedure: When a subject is referred to a Committee, the chairperson of the committee shall schedule a meeting and determine the order of discussion concerning the subject, and communicate with the Clerk of Council to create an agenda.
(b) Report: Any matter referred to a committee shall be reported upon by such committee. The chairperson shall be responsible for the preparation of the report, in cooperation with the Clerk of Council. Any minority of a committee shall have the right to submit a separate report.
