At the first meeting of the second quarter each year, the Commission shall elect a chairperson and vice-chairperson, and secretary. The Commission shall meet six times per year and at the call of the Chairman. The Commission shall be bound by "Robert's Rules of Order, Revised", except that the Commission may depart therefrom by adopting its own rules, by-laws or procedures, which shall be kept on file in the Clerk of Council's office.
