147.21 STANDARD WORK WEEK/MONTH/YEAR.
   (a)   The standard work week shall consist of forty (40) hours of work in a seven-day period. Work hours scheduled for each employee or for groups of employees shall be as directed by the Mayor or by the supervisors delegated by the Mayor. The standard work month shall consist of an average of 173.3 hours of work and the work year will consist of 2,080 hours of work.
   (b)   At the discretion of the Department Head, employees may be permitted to work four (4) ten-hour days in lieu of the standard five (5) eight-hour days. The ten-hour days must be for a necessary business-related reason and must be approved by the Mayor.
   (c)   At the discretion of the Department Head, some employees may be permitted to work flexible start and end times during their normal work days. Such flexible hours shall not interfere with departmental functions, services and shift work. Flex Time shall not be used to cover for late arrivals or early departures. All alternate schedules shall be pre-approved by the department head.
   (d)   All full-time, non-exempt employees shall be compensated at the rate of one and one-half (1 ½) times the employee's regular hourly rate for all hours actually worked in excess of forty (40) hours in any one week.
