(a) Each position is assigned a base pay, as defined in the annual salary ordinance, and all ordinances amendatory thereto. The anniversary date of each employee shall mean one year of completed continuous service calculated from her/his first day of full-time employment and annually on such date thereafter with authorized leaves provided herein being calculated as being continuous employment.
(b) All full-time employees shall receive, in addition to their regular compensation, a service credit allowance based upon the employee's length of service with the City. Effective as of the employee's anniversary date in 1997, the service credit allowance shall be paid hourly. The rate shall be determined by dividing the service credit amount by 2080.

(c) Computation. The salary for an employee will be computed on an annual basis in accordance with procedures described in this section. To compute the salary on a monthly basis, the annual salary will be divided by twelve (12) and rounded out to the nearest cents. To compute the salary on an hourly basis, the annual salary will be divided by 2080, and rounded out to the nearest cent.
