Basic requirements for emergency response lock box units are as follows: The owner or operator of any facility which is required to prepare or have available a material safety data sheet or an emergency and hazardous chemical inventory form under Subtitle B, Section 311 and 312 of the Superfund Amendments and Reauthorization Act of 1986, hereinafter referred to as "(SARA)", or any facility where such information is deemed necessary by the Fire Chief or his designee, shall provide and maintain the following information at the facility site for emergency response personnel.
(a) A current list of key facility personnel knowledgeable about safety procedures of materials on site, complete with telephone numbers for such personnel in the event of an incident after normal business hours of facility operation.
(b) A current emergency and hazardous chemical inventory form as per Section 312 of SARA.
(c) A binder containing the Material Safety Data (MSD) sheets required under Subtitle B Section 311 of SARA or in the event of a volume of MSD sheets too great to practically keep in the lock box or boxes the information in the lock box or boxes must give the location of the on-site MSD sheets and the MSD sheets must be readily available for use by emergency personnel, location of the sheets shall be at the direction of the Fire Chief or his representative.
(d) A site plan which shall include the following:
(1) The location of storage and use of hazardous materials on-site.
(2) The location of on-site emergency firefighting and spill clean-up equipment.
(3) A diagram of the complete sewer system, water system, fire hydrants and topographical information relative to the facility.
(4) A copy of the local fire department's preplan of the facility.
(e) Keys to the facility as required by the Fire Chief or his designate.
