All applications for building permits for new structures or additions shall include a site plan. The Building and Zoning Inspector may waive any part of this requirement upon application for building additions if in his opinion the site requirements and/or the requirements of the Zoning Code do not pertain to the subject additions. The site plan shall include the following:
(a) Date, scale, direction of North, name of owner, name of surveyor, date of survey, name of site designer including architect's, engineer's or surveyor's registration seal.
(b) Property and topographical surveys of the property to be developed. The property survey shall include bearings and lengths of lines, sublot number and/or identification number. The topographical survey shall include elevations on U.S.G.S. datum of sidewalk, curb, gutter and street centerline at maximum intervals of fifty feet along their length fronting the property and elevations along the property lines at a maximum interval of fifty feet. The topographical map shall further show a bench mark and the existing contours at one foot intervals of elevation, show elevations and locations of existing improvements on land ten feet adjacent thereto and locations of all public and private utilities in the street fronting the site including sewer inverts at the manhole nearest the site.
(c) The elevations, locations, design and dimensions of all proposed and existing site buildings, parking areas including parking space size, drives, sidewalks, sewers, catch basins, waterlines, gas lines, other utility lines and landscaped areas.
(d) Any other requirements to be shown as specified below.
In single-family, two-family and three-family areas the minimum landscape requirement shall include seeding and/or sodding of the treelawn and front yard prior to occupancy. For all other types of proposals, the minimum landscape requirement shall include seeding or sodding of the treelawn and all other yards including trees, shrubs, plantings and other landscape features shown on the approved plan.
All requirements of the Building Code, Zoning Code, Fire Code and other requirements of the City pertaining to building sites shall be required by the City and not waived by the City's approval of the plans unless specifically waived by the Board of Zoning and Building Code Appeals.
Four plan copies shall be submitted, one of which shall be returned to the applicant upon approval of the City.
If, in the opinion of the Building and Zoning Inspector and City Engineer, the site plan lacks sufficient information, requires additions and/or corrections, the applicant shall include the required information and resubmit the plan for review.
