1323.06 MOVING BUILDING; PERMIT AND INSURANCE.
   (a)   No person shall move any building or structure over, along or across any highway, street or alley without first obtaining a permit from the Building Inspector and the Inspector shall not issue such permit unless and until the applicant shall file with the Inspector a property damage and public liability insurance policy, issued by an insurance company authorized to do business in the State, and approved as to form by the Law Director. Such policy shall have liability limits of not less than three hundred thousand dollars ($300,000) and shall indemnify for any damage which the Municipality may sustain by reason of damage or injury to any highway, street or alley, sidewalk, fire hydrant or other property of the Municipality, which may be caused by or be incidental to the removal of any building over, along or across any highway, street or alley in the Municipality, and to indemnify the Municipality against any claim of damages to persons or private property, and to satisfy any claims by private individuals arising out of, caused by or incidental to the moving of any building over, along or across any street in the Municipality.
   (b)   If in the opinion of the Building Inspector any building to be demolished is so located that it may cause damage to public or private property or persons, he shall require the same type insurance policy herein required for the moving of buildings, covering such demolition, before issuing a permit therefor.
