The Building Commissioner may, however, issue the permits required without the approval of the Architectural Review Board if the total estimated costs of labor and materials required to complete the work, together does not exceed the total sum of twenty-five hundred dollars ($2,500) and meets all requirements of all codes or ordinances applicable thereto.
