The Parks and Recreation Director, with approval of the Mayor, is hereby granted permission to establish specialized program fees to offset the costs incurred in operating parks and recreation services and facilities when fees are determined appropriate because of one or more of the following:
(a) The fee may be determined on the basis of actual cost of rendering the service.
(b) The fee may be computed on the basis of direct operating expenses, disregarding capital improvement items.
(c) Whenever possible, special or reduced rates should be established to accommodate low-income or elderly citizens.
(d) Admission to special events where profits are used to extend the activity or cover the cost of the event.
(e) When a service is enjoyed by a considerable number of nonresidents who have not supported the service through taxation.
(f) Public property is used for private economic gain, therefore, the fees charged for use of public recreation facilities by private and closed membership groups shall be comparable to commercial rates.
