925.03 USE OF MUNICIPAL FACILITIES.
     (a)    Other than routine, planned governmental activities, Municipal buildings, including the Community Center, shall not be made available for use by any persons or groups, without prior written request to and written consent from the Mayor based on the rental rules and guidelines established by the Parks and Recreation Department, and prior agreement on the part of such interested persons or groups to hold the City harmless from all liabilities and to compensate the City for all reasonable additional costs and expenses incurred by the City as a result of such activities. The proposed use of such buildings by such individuals or groups shall be uses that are open to the public and related to general municipal activities and interests.
   (b)   In the exercise of his discretion, the Parks and Recreation Director may waive the foregoing requirements as to nonprofit organizations.
