As used in this chapter, “resident” means an inhabitant of the City when an activity is fully conducted upon City owned property. “Nonresident” means all other persons participating in such activity.
The word “resident”, when the activity is conducted upon township property, school board property or when the facilities of such entities are being used, means an inhabitant of the City school district and “nonresident” means all other persons participating in such program.
