It is determined and declared to be necessary for the due protection of the public health, safety and welfare of the Municipality to operate the sewerage system of the Municipality as now being constructed or as hereafter enlarged or improved as a public utility and to establish and collect charges for the use of the system upon all lots, lands and premises served by or having connection with the system.
