(a) Where mail delivery is provided by the United States Postal Service on both sides of the street in residential areas, no person whose property abuts such street shall place or maintain a mailbox on a tree lawn located in the front of the property of another.
(b) Subsection (a) hereof shall not apply where lack of mail delivery to both sides of the street or to a street in its entirety, necessitates placement of a mailbox at a particular convenient location on the regular mail route as shall be determined by the United States Postal Service.
(c) No person shall place or maintain a mail box on the tree lawn which interferes in any manner with the orderly delivery of mail or with the care and maintenance of the street or public way.
