No person, firm or corporation to whom a building permit has been issued by the Building Commissioner shall fail to timely keep clean and in good maintenance and repair, the street, whether dedicated to public use or proffered to public dedication, adjacent or in proximity to construction sites. No such person, firm or corporation shall allow mud, silt, dirt and debris to accumulate thereupon to later blow about, render streets hazardous or unsafe or to find its way into a storm sewer system so as to overburden or clog such sewers. Such accumulations are hereby declared to be a nuisance due to unsafe and unsanitary conditions created thereby.
