The Building Commissioner shall issue permit hereunder when he finds:
(a) That the plans for the proposed operation have been approved by the Engineer.
(b) That all appropriate approvals from Boards and Commissions have been obtained.
(c) That the work shall be done according to the standard specifications of the Municipality.
(d) That the provisions for adequate traffic control are made and egress to and from the property and adjacent properties has been properly addressed.
(e) That the health, safety, and welfare of the public will not be unreasonably impaired.
