Any person, firm or corporation who desires to conduct blasting operations within the corporate limits shall post with the Mayor an effective certificate of public liability insurance with an accredited company authorized to do business in the State in the amount of at least three hundred thousand dollars ($300,000) which policy shall protect the Municipality, its inhabitants and the general public from any and all claims, damages and demands arising from the conducting of each blasting operation. Such certificate to be in effect during all blasting operations and shall be approved in form by the Director of Law.
