No person who engages in the business of trailer or motor vehicular rental, or who allows such business to be conducted upon premises which he leases, owns or otherwise controls, shall fail to keep and maintain such rental units in an enclosed structure and under roof at all times, except as such rental units enter and depart from the premises.
