No person owning, renting, leasing or having possession of any lots or lands in the City shall move, cause to be removed or permit to be removed from such lots or lands any topsoil, earth or dirt, without first obtaining a permit to do so from the Mayor.
The removal of topsoil, earth or dirt by haulage from its natural site to a distant site, whether the natural slope of terrain is affected or not, is encompassed by this section. The relocation of such material so as not to alter the relative slope of the natural terrain from its original repose and not involving the haulage of such material away from the natural site is not encompassed hereby.
