   745.17 SERVICE.
   Private investigators shall not provide services normally assigned to the Division of Police.
   Private investigators shall obtain the approval of the Chief of Police as to their place and mode of operation. All stakeouts and surveillance shall be approved by the Chief of Police before initiation of such activities.
