   745.11 PHOTOGRAPHS.
   Upon submission of the photographs required by Section 745.10(a)(3), the Mayor shall:
   (a)    File one photograph with the Division of Police.
   (b)    File one photograph in the office of the Mayor.
   (c)   Attach one photograph to the applicant's license in such a manner that it cannot be removed or detached without detection.
