Subject to the subsequent sections herein, the City hereby offers a limited subsidization program to all businesses which qualify with the standards established herein and which provide such services to persons located within the corporate limits. Council specifically reserves the right to amend, repeal or otherwise modify this intention at its pleasure and discretion providing that all ambulance services rendered to persons located within the corporate limits shall be subject to the provisions herein until this enactment is either amended or repealed by Council.
