(a) No person shall keep, set up, maintain or operate any premises, place, structure or building, to be kept, set up, maintained or operated as a place of resort for riotous, noisy, or disorderly persons, or persons of bad reputation or immoral character, or in which such persons congregate, or in which rioting, reveling, boisterous conduct or drunkenness is permitted.

(b) Whoever violates this section is guilty of a minor misdemeanor.
