No person engaged in the business of furnishing electricity for lighting, power, heating or cooking purposes shall connect or permit to be connected to its lines any service entrance conductors until such wiring has been inspected by the electrical inspector and an approval notice posted as provided in section 4-2-5 of this chapter. An exception will be allowed in the event of after hours emergencies provided the power supplier shall notify the inspector of any emergency connections when the city building department is reopened.
