§ 115.02 REGISTRATION REQUIRED.
   (A)   Any person desiring to engage in the business of electrical contractor or serviceman shall make a written application for certificate of registration on a form provided by the Electrical Commission. This application shall be filed with the City Clerk, together with an application fee of $100. If the applicant is thereafter issued a certificate of registration, the fee paid shall pay for the certificate of registration for the current year or fraction of a year, and the certificate shall expire on March 31 of each year.
   (B)   Applications shall not be accepted from any person who has not attained the age of 18 years; all applicants must have a minimum of two years experience relating to the work of electrical contracting or service.
   (C)   The City Clerk shall refer all applications for a certificate of registration to the Electrical Commission. The Electrical Commission shall make such investigation of the applicant as is deemed necessary to ascertain the fitness and qualifications of each applicant, and thereafter shall, without delay, transmit to the City Council for final action thereon, its recommendation to issue or deny a certificate of registration to the applicant.
