It shall be unlawful for any person to exercise the business or trade of an auctioneer, or sell or offer for sale by way of public vendue, auction, or outcry within the city any goods, wares, merchandise, or other effects whatsoever, without having obtained a license and executed a bond to the city as hereinafter provided.
