Whoever sells or attempts to sell at public auction within the city any goods, chattels, or personal property without having obtained a license and executed a bond as above required, or whoever violates any other provisions of this chapter, or in any particular willfully fails or refuses to comply with any of its terms, conditions, or requirements, where no fine is otherwise particularly provided for, shall be punished as provided in § 10.99; provided, such fine shall not be less than $10.
