(A) Any person who violates any of the provisions of this chapter shall, upon conviction thereof, be punished as provided in § 10.99.
(B) Any person who is the licensee for any premises regulated by this chapter shall, upon his second conviction for a violation of this chapter, either for the same offense or different offenses, and in addition to the fine assessed, have his license revoked, and all license fees paid to the city shall be retained by the city.
