§ 111.12 LICENSE REQUIRED TO SELL OR DELIVER ALCOHOLIC LIQUOR.

It shall be unlawful to sell or to deliver alcoholic liquor at retail in the city except as expressly authorized or permitted under and pursuant to this chapter. All sales or delivery of alcoholic liquor in the city shall be as licensed under and pursuant to this chapter.
