All licenses which may at any time be issued under this code or any other ordinance of the city shall be subject to all the provisions of this code which may be in force during the period of the license, or any portion of that period. If any person licensed violates any provision of this code or of any ordinance in relation to his license, he may be proceeded against for any fine or penalty imposed thereby; and his license may be revoked or forfeited, in the discretion of the City Council or in any other manner provided for by this code or by ordinance.
