§ 110.08 LICENSE NONASSIGNABLE AND NONTRANSFERABLE.
   No license granted shall be assignable or transferable, nor shall any person be authorized to do business or act under such license but the person to whom it is granted, or, in any other place than the place specified therein, without the consent of the City Council. Such consent shall be certified on the license by the City Clerk. No license shall authorize any person to act under it at more than one place at the same time, nor at any other time than is therein specified. Whoever violates any of the provisions of this section shall be deemed to be acting without proper license, and shall be subject to the same penalty as is prescribed for acting without a license.
