The license year shall begin May l each year and all licenses shall be to the end of the license year, unless otherwise provided and no license shall be granted for a longer period than the municipal year. The fee shall be the same although the license is for a fractional instead of a full year except when otherwise provided. Each license shall be dated the day of the issuing thereof; but if the applicant has been acting without a license, then it shall be dated from the time he commenced acting.
