(A) No person shall operate any motorcycle with handlebars more than 15 inches in height above the portion of the seat or saddle occupied by the operator.
(B) Any motorcycle carrying a passenger, other than in a sidecar or enclosed cab, shall be equipped with permanent handgrips on the seat or saddle carrying the passenger, and with footrests adjusted to fit the passenger.
