It shall be unlawful to park any vehicle upon any street, public parking area, or other property owned or controlled by the city for the purpose of displaying it for sale, or to park any vehicle upon any street, public parking area, or other property owned or controlled by the city from which vehicle merchandise is peddled or sold, except with a permit issued by the city.
