§ 71.01 DEFINITIONS.
   For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   “COWLING.” The forward portions of a snowmobile surrounding the motor and clutch assembly.

   “DANGEROUS DRUG.” Any drug defined as a depressant or stimulant substance in the “Illinois Controlled Substances Act,” ILCS Ch. 720, Act 570 § 100 et seq., and cannabis as defined in the “Cannabis Control Act,” ILCS Ch. 720, Act 550 § 1 et seq.

   “DEALER.” Any person who engages in the business of manufacturing, selling, or dealing in, on consignment or otherwise, any number of new snowmobiles, or five or more used snowmobiles of any make during the year, including any watercraft or off-highway vehicle dealer or a person licensed as a new or used vehicle dealer who also sells or deals in, on consignment or otherwise, any number of snowmobiles as defined by this chapter.

   “DEPARTMENT.” The Illinois Department of Natural Resources.

   “HIGHWAY.” The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel.

   “INTOXICATING BEVERAGE.” Any beverage enumerated in the “Liquor Control Act of 1934,” ILCS Ch. 235, Act 5 §§ 1-2 et seq.

   “LOCAL AUTHORITY.” Every county, municipal, and other local board or body having authority to adopt local police regulations under the constitution and laws of this state.

   “NARCOTIC DRUG.” Any substance defined as a narcotic drug in the “Illinois Controlled Substances Act,” ILCS Ch. 720, Act 570 § 100 et seq.

   “OPERATE.” To ride in or on, other than as a passenger, use or control the operation of a snowmobile in any manner, whether or not the snowmobile is under way.

   “OPERATOR.” Every person who operates or is in actual physical control of a snowmobile. (ILCS Ch. 625, Act 40 § 1-2.10)
   “OWNER.” A person, other than a lienholder, having title to a snowmobile. The term includes a person entitled to the use or possession of a snowmobile subject to an interest in another person, reserved or created by agreement and securing payment or performance of an obligation, but the term excludes a lessee under a lease not intended as security.

   “REGISTER.” The act of assigning a registration number to a snowmobile.

   “SNOWMOBILE.” A self-propelled device designed for travel on snow or ice or natural terrain steered by skis or runners, and supported in part by skis, belts, or cleats. (ILCS Ch. 625, Act 40 § 1-2.15)
