§ 70.50 SPEED RESTRICTIONS.
   (A)   No person shall drive a vehicle of the first division upon any street in the city at a speed greater than is reasonable and proper, having regard to the traffic and the use of the way, or so as to endanger the life or limb, or injure the property, of any person. If the rate of speed of any motor vehicle of the first division through the business district of the city exceeds 15 miles an hour; or if the rate of speed of any such motor vehicle operated on any street in the city where the same passes through the residence district of the city exceeds 20 miles an hour; or if the rate of speed of any such motor vehicle operated from the Chessie System railroad tracks south to U.S. Route 36 on Washington Street, Main Street, and Niles Street exceeds 30 miles an hour; or if the rate of speed of any such motor vehicle operated on Parke Street between the intersection with Overton Street on the South and North Line Road on the north exceeds 30 miles an hour; or if the rate of speed of any such motor vehicle operated on North Line Road or on Prairie Street exceeds 30 miles an hour, these rates of speed shall be prima facie evidence that the person operating the motor vehicle is running at a rate of speed greater than is reasonable and proper having regard to the traffic and use of the way, or so as to endanger the life or limb or injure the property of any person.
   (B)   No vehicle shall be driven in any part of the public park known as Ervin Park at a speed in excess of 15 miles per hour.
   (C)   The speed of all vehicles of the second division shall always be reasonable and safe, and governed, as near as may be, by the general requirements of division (A) of this section, but such speed shall not exceed the following rates:
      (1)   No vehicle shall be driven over and upon any public alley in the city at a speed in excess of 10 miles per hour.
      (2)   Vehicles having a gross weight of 5,000 pounds and less, including the weight of the vehicle and maximum load, if equipped with pneumatic tires, 20 miles per hour; if equipped with two or more solid rubber tires, 10 miles per hour.
      (3)   Vehicles designed and used for carrying more than seven passengers and having a gross weight of not more than 12,000 pounds, including the weight of the vehicle and maximum load, if equipped with pneumatic tires, 20 miles per hour; vehicles designed and used for pulling and carrying freight, and having a gross weight of not more than 12,000 pounds, including the weight of the vehicle and maximum load, if equipped with pneumatic tires, 20 miles per hour; in either case, if equipped with solid rubber tires, 10 miles per hour.
      (4)   Vehicles designed and used for the carrying of more than seven passengers and having a gross weight of more than 12,000 pounds, and not more than 15,000 pounds, including the weight of the vehicle and maximum load, if equipped with pneumatic tires, 20 miles per hour; vehicles designed and used for pulling and carrying freight, and having a gross weight of more than 12,000 pounds and not more than 15,000 pounds, including the weight of the vehicle and maximum load, if equipped with pneumatic tires, 20 miles per hour; in either case, if equipped with solid rubber tires, 10 miles per hour.
      (5)   Vehicles having a gross weight of more than 15,000 pounds, including the weight of the vehicle and maximum load, if equipped with pneumatic tires, 20 miles per hour; if equipped with solid rubber tires, 10 miles per hour.
